I tried with Quartus II web version 13.1.0 but still when I try to start Board Test System, I get a message "could not establish jtag connection between the board and control panel", please help me,

also tell me which version of CYCLONE III FPGA Starter Kit, you are using.

please send me the beginners tutorials for Cyclone III EP3C25F324 starter development board.
