Cyclone III Configuration

I built a board using two CYCLONE III DEVICES(P3C40F484C6 and P3C40F780C6) but I left the MSEL(3..0), DCLK pins floating. And also I misconnect the VCCA pins to 1.2V(VCCINT). The programmer can't detect the devices. Is there any way to resolve the problem????
