does the cyclone ii fpga have any internal clock?? or do all the PLLs, always@ (posedge clk)..etc... need to be synced to some sort of external clock input?

Altera_Forumyou need to feed the Cyclone II device/PLLs with an external clock
you could take a look at a MAX II CPLD which has an internal oscillator
