Cyclone 3 board damaged?

The development board wont work like before. Earlier on Power ON, the LEDs on board would light and be stable. Now the Power and Flash_CEN keep blinking. One can hear a weird noise too. I'm not sure, if something got shorted externally. Is there a way to fix this?
