Hello,
Did you find any solution regarding this issue. I am facing the exact same problem for Arria 10 SoC Dev Kit as you were for C10 GX.
Any help would be appreicable.

Hello,
Unfortunately, I was not able to find any solution. I tried everything I could find on internet regarding to the similar issues.
Intel technical support suspected my board was broken (i.e., the JTAG connector).
