Cyclone 10 GX dev kit LVDS loopback

I am trying to create FMC loopback with LVDS assignments on Cyclone 10 GX development kit. Please see the problem I came across below

first, to achieve this goal, i need to use the following ip:

second, to use this ip, i need to use one of the following 2 tools:

1- IP Catalog

2- Platform Designer

Please see two separate sub-problems when I try to use these tools:

problem 1a- "ip catalog"

"IP Catalog" option under tools menu in both Linux and Windows version of Quartus Prime Pro 17.1 is not functional. When it is clicked on it, nothing happens.

problem 1b- Platform Designer

It (IP Block ug_altlvds ) is also not available under "platform designer":
