Good day~

I am not very clear about your question, do you have difficulty in setting output clock in pll or want to check the calculation of M,C,N and clock frequency?

You can go over the user guide of pll for Max10 device, it shows you the formula using the parameters of PLL.

I think you can easily find the output clock settings in pll IP GUI.
