Honored ContributorChange JTAG Clock. USB-Blaster
Is there a possible to change the JTAG Clock TCK over Quartus? We program over JTAG and have in a chain a delay around a BIT. The problem could be solved with a slower CLOCK of the JTAG.

jtagconfig --setparam <cable number> JtagClock <frequency><unit prefix> i.e. with only 1 single USB blaster II plugged this will be: jtagconfig --setparam 1 JtagClock 6M This has been added in the USB Blaster II documentation. https://www.altera.com/en_us/pdfs/literature/ug/ug_usb_blstr_ii_cable.pdf#page=17
