I started by connecting the board to the internal Ethernet port and obtaining an IP address. I put the IP address into the web browser and was able to see the Board Update Portal. I ran into a problem at that point where "Signal Integrity Development Kit" link did not work. I received a 404 error. That link was to ensure I had the latest version of the dev kit software.
I went to this site instead*CANNOT SHOW LINK* as the instructions suggest. I was able to get a 9.1 and a 11.1 version of the kit (I tried both and neither work)
I then installed the kits. No problems observed.
Next, I connected the USB to the board and installed the driver located at this location on my PC ...
C:\altera\91\qprogrammer\drivers\usb-blaster ... note: there isn't a location like this for the 11.1 install.
I then opened the file ...
C:\altera\91\kits\stratixIVGT_4s100g2_si\demos\signal_integrity\stratixIVGT_si_demo.exe ... clicked connect and it failed.
My computer is running 64x windows 7 with an intel i7 and 4G of RAM.

My suggestion is that you should follow the detailed User Guide instead of quick start guide as this is not updated.
You have not load successfully the demonstration design file to device, that is why you coul not connect from the demo GUI. Instead of loading the signal_integrity_demo1.flash you will use the signal_integrity_demo1.sof as guide in the User Guide:
