Cannot connect to Stratix IV signal integrity dev kit

I started by connecting the board to the internal Ethernet port and obtaining an IP address. I put the IP address into the web browser and was able to see the Board Update Portal. I ran into a problem at that point where "Signal Integrity Development Kit" link did not work. I received a 404 error. That link was to ensure I had the latest version of the dev kit software.

I went to this site instead*CANNOT SHOW LINK* as the instructions suggest. I was able to get a 9.1 and a 11.1 version of the kit (I tried both and neither work)

I then installed the kits. No problems observed.

Next, I connected the USB to the board and installed the driver located at this location on my PC ...C:\altera\91\qprogrammer\drivers\usb-blaster ... note: there isn't a location like this for the 11.1 install.

I then opened the file ... C:\altera\91\kits\stratixIVGT_4s100g2_si\demos\signal_integrity\stratixIVGT_si_demo.exe

... clicked connect and it failed.

My computer is running 64x windows 7 with an intel i7 and 4G of RAM.
