Board test software and design examples for Stratix IV E FPGA development kit

I would like to download the board test software, board files, design examples, etc., for the Stratix IV E FPGA development kit. This software is repeatedly referred to in the documentation and is supposed to be available at this dead link: http://www.altera.com/products/devkits/altera/kit-stratix-iv-e.html

I am unable to find the software anywhere on the Intel website nor am I able to even resolve the issue described here https://www.intel.ca/content/www/ca/en/support/articles/000090569/programs.html

by clearing cookies, changing browsers, computers, etc.

I have been trying for several weeks to find this software with no success. Customer support was unhelpful and told me to post on these forums.
