AS programming mode doesn't work

Dear all,

I am kind of new to FPGA and Quratus software. I have got a problem while working with the board.

I could program my design circuits on the FPGA using the JTAG mode and it works correctly... when I have tried the AS mode, all LEDs in the board have faintly lit up and the board doesn't function correctly....

I am using a EP2C70F896C6 ALTERA Cyclone II FPGA and Quartus II 9.1 Web edition software.
