Arria2G95 bank 6A I/O problem

Hi!

My Arria 2G 95 chip is programmed. The Bank 5A function well, giving output as it should be. But the the Bank 6A gives no output, some pins give high and some pins give low, Fixed voltage. It should give changing output to DAC as Bank 5A does. The signal tap scope shows the outputs to Bank_6A are toggling signal, why the Bnak 6A I/O do not response. The VCCIO in Bank 6A is 3.3 volt.

And I turn the output pins of bank 6A into input pin, it read out all zerror in the signal tap scope.

The PCB layout has some bugs which we are going to fix, but we don't know which will cause Bank_6A IO problem.

1. Pins L26 and W9, which are ground pins according to the device pin-out, are unconnected (floating.)

Pin L26 appears to be a ground pin for the high-speed transceiver (GXB) banks , which we are not using, whereas pin W9 appears to be a ground pin in bank 5A, which is working fine.

2. VCCD_PLL_5 and VCCD_PLL_6 (pins P7 and R8 respectively), which normally should be connected to +0.9V, are also floating.

We are not using PLL5 nor PLL6.

Using Signal Tap, we can see that Bank 6A signal activity is as expected, i.e. [logical] outputs are toggling as dictated by the design, but the bank's [physical] output pins are either [statically] stuck high or low. Isolating bank 6A output pins from the downstream circuitry does not make a difference.

Please help.

    After VCCD_PLL_5 and VCCD_PLL_6 wired to 0.9 v, the Bank_6A works fine!
