Arria2G95 bank 6A I/O problem

Hi! My Arria 2G 95 chip is programmed. The Bank 5A function well, giving output as it should be. But the the Bank 6A gives no output, some pins give high and some pins give low, Fixed voltage...

After VCCD_PLL_5 and VCCD_PLL_6 wired to 0.9 v, the Bank_6A works fine!
