arria 10 program：Flash Loader IP not loaded on device 1

hi,everyone,now i have encountered some issues regarding solidifying the program on Arria 10 into MT25QU256.

1、i have a boot on stm32,there have power-on sequence：

1>0.9V，0.95V ，Power on the core and high-speed interface.

2>1.5V，1.8V，2.5V，other bank and peripheral power-on.

above is the power-on sequence on fpga，first program jic into mt25qu256 is well。

but，when the device use a period of time，i reprogramming the device, The following issues will occur：Flash Loader IP not loaded on device 1 or can't access JTAG chain or operation failed。

ps：Sometimes, I can successfully download jic when the 0.9V,0.95V,1.5V,1.8V,2.5V power on together，but the success rate is very low。

there have other methods to solve this issues?

Another question：how can i do to change the usb-blaster clk?
