are all GND pins connected internally to GND?

Why do the GND pins listed as GND in device pin out document on my device show open to ground during pin to pin measurement?

    Not all I/Os marked as GND in the pin-out file are connected internally to other GND pins. Sometimes, they are left floating for package migration, or physically need to be tied to ground because they are special purpose test/mode pins.
