12 years agoFLEX 6000 may well be a suitable device. Have you found anyone actually selling them? That is a very old device family...
If you need 5V compatible I/O then I'd suggest you do this level translation outside of the FPGA. This would allow you to use a much newer device (that will be available and much, much cheaper). You could configure the FPGA with a serial configuration device, similar to the EPC1441. However, again, I'd suggest a newer, cheaper and more widely available device (such as an EPCS equivalent).
