Honored ContributorOK, then if VCCPGM is 2.5V then input configuration pins will sustain VIH max of 3.6V as it's defined for 2.5V LVTTL/LVCMOS I/O in Table 1-16 of the "Stratix IV Device Handbook. Volume 4. Chapter 1. DC and Switching Characteristics"
