64bit real dma

I have a small projekt running where I have to address 16GB of Ram on a WIN10 mashine over DMA using a PCIe card (real 64bit addressing).

I need a interface on the card to talk to external devices. USB, Ethanet sth like that.

Do you have some suggestion which FPGA I could use?

Sry for this beginner question, but I am close to despair.
