.hexout to .bin conversion to program flash using standard prom programmers

Hi,

I need to create a flash program image of altera application build [Cyclone III FPGA is used]. The plan is create a flash image in standard .bin file format so that this file can be programmed using standard prom programmers. Is this possible? I have .hexout file of my application can a simple .hex to .bin conversion utility be used?
