I think, if you don't need fast analog acquisition for your project, it could be done with DE2. Particulary the DE2 video subsystem should be suitable. The other thing is software. DSP kit has a MATLAB evaluation license. I guess, you should be able to obtain it from Mathworks directly, but I'm not working in this field.
