Unable to program MAX II Dev Kit

I have MAX II Dev Kit - chip EPM1270F256C5ES.

Software Quartus 10.1.

I'm trying to program the board with USB-Blaster.

Get an error: Can't recognize silicon ID for device 1.

What can be a problem?
