TCL Program 10 digit number

Am very new to TCL programming Lang.

Am in Bad need of a TCL Program following is my requirement

KPN Relation number size is 10 digits.

 In the attribute “KPN Relation number “digits may not be used more than 3 times next to each other.

Pls reply Asap.
