some problem about flash programmer

I'm using DE1 board and QuartusII 9.1 SP2 & Software Build Tools for Eclipse.

I set the reset address to flash in sopc builder and

set the .text to sdram in SBT.

I use the SBT's flash programmer to download the *.elf file to flash and download the *.sof file the EPCS4, and the programmer's message shows the download is successful.

But when I reset the DE1 board , the leds are not on . why ?

    And I have tried to download the *.pof file to EPCS, the result is the same__no leds on.
