Solar panel to VGA

Hi,

It would be nice to get some information about how to make project done...

Project must be done on DE2 board. Plan is to make solar energy meter - solar panel, placed un blinking leds at different frequencies (because solar panel provides DC - max 2,5V, but board supports AC), this all must be shown on VGA in kind of bar changing its leght depending of freq/light intensity. For input in board is used MIC IN or LINE IN, (using audio decoder, controlled by I2C)

Looked through discussions about VGA driving but did not find info that i understand.. (sorry am newbie);) ANY info or link to good info will be apreciated :)
