problem in phy interface with rgmii

hi

im using rgmii interface ,but im not using TSE magacore ,i didnt used management registers,infact i dont know how to use

can any one tell me how to control external phy instead of controlling with tse mac.

i didnt use any constaints for rgmii (no sdc added),

try to send me sdc (im new to quartus)

Results: i m able to see the received packets in wireshark where as im not able to see any tc packets sent outside from phy

if anybody know how to interface
