NIOS v11.0 Eclipse hangs, unable to duplicate handle/pipe/fork

Running v11.0 Web Edition, cleaning a BSP hangs Eclipse, unable to duplicate handle. Fork errors and other things follow if cleaning all projects:

First error:

_pinfo::dup_proc_pipe: DuplicateHandle failed, pid 3736, hProcess 0x264, wr_proc_pipe 0x4, Win32 error 5

Other attempts at cleaning just hang with nothing but 0% done, no printing to console.

Windows 7 Pro x64, Intel i7-2600, 8G Ram

    This also occurs with 10.1.

    I also get a failure with "del" command not being found.
