Kit Installation couldn't be opened

I had downloaded the Kit Installation of Stratix IV E FPGA Development Kit(dk-dev-4se530n) from website:http://www.altera.com/products/devkits/altera/kit-stratix-iv-e.html (http://www.altera.com/products/devkits/altera/kit-stratix-iv-e.html)

But I couldn't open the Kit Installation, what's the problem? The OS of my PC is windows XP SP2 and Quartus 9.1.2 was also be installed already.
