How to expand Cyclone III FPGA Starter Board for USB interface

I am using Cyclone III FPGA Starter Board. I want to communicate PC with sevral byte data. Now I am using Bitec HSMC prototype daughter card and control some device. I looked forum, someone suggest that we should use additional board as usb 2.0 ulpi/otg (isp1504 phy). but there are no SantaCruz interface in Cyclone III FPGA Starter Board. I want to know how to configure SantaCruz interface on HSMC prototype daughter card.
