Help with design!!!!!

What we are trying to do is develop a circuit that will have the following parameters: 6-inputs, 8 outputs I1 I2 IB1 IB2 IB3 IB4 O1 O2 O3 O4 O5 O6 O7 O8 0 0 0 0 0 0 0 0 ...

For some reason the outputs don't correspond with the above headers....I1 is one output, just like I2 is the second output
