"Fail to Connect your development board"-Cyclone III Starter Kit

Anyone can help me?

After I install the USB blaster driver, My Cyclone III FPGA Starter Kit worked at the first time, but can not be detected afterwards after I disconnceted the power and connect the power again.

It says ""Fail to Connect your development board" using the starter kit controal panel.

I re-install the driver again and again , still failed, I also used Windows device manager to delete the USB Blaster, and reinstall again, still does't work anymore.

What should I do? It is Winodows 7, a notebook.
