External jtag on DE2-115

Is it possible to connected up an external jtag to a DE2-115?

I wish to use Altium's software to program and debug on the DE2-115.

Is J14 on the DE2-115 a jtag port? can i just solder on a header and interface to my jtag device bypassing the usb blaster?
