I'm looking for the last or latest release of the kit_maxii1270 exe file installer as this was all on the altera website , the documentation for the box referes to the website that does not exist anymore.

For your information, unfortunately, we no longer support this device because this board have been EOLed for many years. We would like to suggest you use the latest device such as MAX10.
