Cyclone 10GX eval board image loading error (D13 red)

Hello,

we are trying to use the cyclone 10GX eval board in a system and when we connected the power, we shorted +12V to gnd. We are trying to recover the board now and when we turn it on pok led is green indicating the power is ok. But it comes up with an error in loading the image file LED D13 is red. How do I go about fixing this issue? what kind of short circuit protection exists on the board? what could I have blown when power and ground were shorted. I would like to get this board functional. please let me know a path forward to debug the board. we are measuring all the voltages and they all look ok, but not sure how to proceed from here
