CONF_DONE in Cyclone III DSP kit

Dear all,

I am facing problems in getting Cyclone III DSP Development Board programed. I followed the "Getting Started User Guide". But I got this error.

Error: CONF_DONE pin failed to go high in device 1

Where as it is impossible to add or remove components from the board (such as pull-up resistors, etc). In addition, there is not Prog/Run switch.

I tried to program the board using my own design using DSP Builder but the same massage came up. I double checked the "Getting Started User Guide" instructions but still the same message came up. I configured the pins in Quratus II as "Use regular I/O" for nCE and the others.

Anyone has a solution for this problem. I tried to contact Altera Technical Support Centre but it seems to be there is a problem in their website.
