Appearance of voltage level at output pin in cyclone V 5cgxfc5c6f27cn

A simple and gate in verilog is simulated and assigned output pin to 3.3v standard pin in cyclone V 5cgxfc5c6f27cn fpga board and the voltage observed at output pin is 600m volts and not 3.3V .May i know what is the reason for this?

    What is the FPGA design (source code)? What pin was selected and how was it set up in Pin Planner? Is this a dev kit or a custom board?
