Altera USB Blaster on Windows 10 code 39 error

I have a Terasic DE0-Nano Cyclone IV with built-in USB Blaster. I am using: OS: Windows 10 Pro Version: 1809 Build: 17763.316 I have tried to USB Blaster driver from Quartus II 9.1, 13.0, 13.1, ...

Hello everyone. Same story here.

After 3 days of strugle, I solved the issue by disabling from BIOS, intel virtualization vt-d, the one responsible with IO routing.

With this feature deactivated, the driver is loaded without errors.
