Super ContributorDo you mean this is a dev kit? Create a design in Quartus and use the Pin Planner from the Assignments menu to set this up. To know what pins connect to what, there should be kit user guide assuming this is a dev kit: https://www.intel.com/content/www/us/en/products/details/fpga/development-kits.html
