Why is my Arm Development Studio 5 (DS-5) Intel® SoC FPGA Edition license code that came with my development kit not generating a valid license?

Description

Starting with Quartus v20.1 Intel® no longer ships Arm* Development Studio (DS-5) licenses for Intel® SoC FPGAs. Customers who already have Arm* DS-5 can continue to use it with Quartus v19.4 and earlier versions.
