Why is AVST_READY stuck high when reconfiguring Intel Agilex® 7 devices over JTAG when they are in AVSTx16 or AVSTx32 mode?

Description

Due to a problem in Intel® Quartus® Prime Pro Edition Software version 20.3 and earlier, you may see AVST_READY get stuck high when reconfiguring Intel Agilex® 7 devices over JTAG if they have previously been configured over AVSTx16 or AVSTx32.

Resolution

This problem is fixed starting with Intel® Quartus® Prime Pro Edition Software version 20.4.
