Why does tx_control and tx_control_bsp folder is not generated in Quartus® Prime Pro 17.1 HDMI example design?

Description

There is an issue in the HDMI software generation in window platform causing the software folder not generated. 

Resolution

This problem has been fixed starting in version 12.1 of the Quartus® Prime Standard Edition Software.
