Why does the PCI Express link fail on Intel® Stratix® 10 ES devices?

Description

PCI Express link issue will happen when you configure Intel® Stratix® 10 FPGA production design into Intel® Stratix® 10 ES devices. 

The following lists the affected Intel® Stratix® 10 ES devices:

• 1ST280E ES devices
• 1SM16BE ES devices
• 1SM21BE ES devices
• 1SM21BH ES devices
• 1SM21CH ES devices

Resolution

For Intel® Quartus® Prime Pro Edition Software version v18.1.2 and below, you will need to ensure that the ordering part number (OPN) selected in the Intel® Quartus® Prime Software matches the device.

For Intel Quartus Prime Pro Edition Software version v19.1 and above, error message will be prompted if the there is an OPN mismatch.
