Why does the New Project Wizard open a design template when I select a board or development kit?

Description

Due to a problem in the Intel® Quartus® Prime Pro Edition Software version 22.3, the New Project Wizard might open a design template when creating a new project. This occurs when a board or development kit is selected on the Board tab of the New Project Wizard dialog.

Resolution

To work around this problem in the Intel® Quartus® Prime Pro Edition Software version 22.3, follow these steps:

1.  After selecting the board/development kit at the Board tab, click on the Device tab.
2. Click Next/Finish.

This problem has been fixed in Intel® Quartus® Prime Pro Edition Software version 22.4.
