Why does the Intel Agilex® 7 FPGA RSU fail to boot from the factory image after upgrading the factory image?

Description

Due to a problem in the Intel® Quartus® Prime Pro Edition Software versions 20.2 onwards,  the RSU factory image is corrupted after upgrading the factory image in the Intel Agilex® 7 device.

Resolution

There is no workaround for the current problem because the RSU Factory Upgrade feature is broken. 

This problem was fixed starting with Intel® Quartus® Prime Pro Editon Software version 20.4
