Why does the FPGA reconfiguration of Agilex® 7 M-series hang when using HPS First boot order?

Description

Due to a problem in the NoC Firmware, Agilex® 7 M-Series devices AGM032 and AGM039 will fail the second FPGA core reconfiguration (phase 2) when using the HPS First boot order. 

Resolution

This problem is fixed in Quartus® Prime Pro Edition Software version 24.1.
