Why does Active Serial configuration fail on Cyclone® V FPGAs with 3rd party flash such as Macronix MX25L devices?

Description

Due to a problem in Intel® Quartus® Prime Software version 18.1, you may encounter Active Serial configuration failure on Cyclone® V FPGAs with 3rd party flash such as Macronix MX25L devices, even though flash programming is successful.

Resolution

The problem has been fixed in Intel® Quartus® Prime Software version 18.1.1 and later.
