Why do I observe the HVIO of Agilex™ 5 FPGA devices driving high before configuration completes?

Description

Due to a problem in Quartus® Prime Pro Edition Software version 25.1 and earlier, you may observe the HVIO of Agilex™ 5 FPGA devices driving high instead of tri-state during configuration.

Resolution

This problem is currently scheduled to be resolved in a future release of the Quartus® Prime Pro Edition software.
