Why are there M20K functional failures after full reconfiguration in Intel Agilex® 7 FPGA F and I series devices?

Description

Due to a problem in the Intel® Quartus® Prime Pro Edition Software version 22.4 and earlier, an M20K RAM block functional failure might be observed after a full reconfiguration operation in Intel Agilex® 7 F & I-Series devices.

This problem is fixed starting with the Intel® Quartus® Prime Pro Edition Software version 23.1
