Due to a problem in the Intel® Quartus® Prime Pro Edition Software version 21.2 and earlier, you may see this error during the fitter stage for designs targeting Intel® Stratix® 10 FPGAs.

Resolution

This problem is fixed beginning with version 21.3 of the Intel® Quartus® Prime Pro Edition Software.
