Error: Info: Programming device(s) Error: "Programming failed on device index X”

Description

You may receive this error message when programming Intel® Stratix® 10 devices with a .jic file in Intel® Quartus® Prime Pro Edition software version 20.3 and below.

Resolution

To work around this, add the following variable into a quartus.ini file within the project directory:

PGM_QSPI_FAST_PROGRAM=OFF

Starting from Intel® Quartus® Prime Pro Edition software version v20.4 and above it is no longer required to add the quartus.ini to fix this issue.
